Roland, I have often wondered why leap year is a thing as well. After you posed the question, I looked it up. See Wikipedia. Everything mentioned is over my head but it explains it well, I guess!
Yes, there is always an "unforeseen and un-commemorated last time." It's the looking back and realizing that it has happened that makes a person pause and sigh and wish they'd noticed.
